The University of Baguio proudly celebrates the achievement of its distinguished alumnus, PMSg Dwight Alexis B. Supsupin, who has been recognized as one of the 2026 Metrobank Foundation Outstanding Filipinos under the Award for Police Officers – Police Non-Commissioned Officers Category. The prestigious award honors individuals whose commitment to public service transcends professional expectations, creating a meaningful and lasting impact on society. More than a personal accomplishment, this national recognition reflects the values that the University of Baguio seeks to cultivate in its graduates: excellence, integrity, leadership, innovation, and service to others.
A graduate of the Bachelor of Science in Criminology program of the University of Baguio, PMSg Supsupin has built a career defined by innovation, community engagement, and transformative leadership in the Philippine National Police. Currently serving as Team Leader of the Technical Support Company of the Regional Mobile Force Battalion 15, he has consistently demonstrated that effective policing extends beyond maintaining peace and order. His work focuses on building trust, empowering communities, and creating opportunities that address the social conditions contributing to crime, conflict, and vulnerability.
Central to his success is his belief that sustainable peace is achieved through collaboration, education, and community participation. This philosophy is reflected in the innovative programs he has conceptualized and institutionalized throughout his career. Among his most notable accomplishments is the Sulat Kamay Program, a youth-centered peacebuilding and crime-prevention initiative inspired by the belief that education and mentorship can become powerful instruments of social transformation. What began as awareness activities evolved into a structured program integrating youth development camps, leadership training, and youth empowerment sessions that help young people develop leadership, discipline, civic responsibility, and resilience.
A significant aspect of this initiative is the partnership between the Philippine National Police and the University of Baguio School of Criminal Justice and Public Safety (SCJPS). Through this collaboration, police-community engagement was brought closer to students and young people, providing opportunities for leadership development, peace advocacy, civic engagement, crime prevention, and awareness against violence and extremist influence. The partnership highlights the important role academic institutions play in advancing preventive and community-based approaches to peace and security.
Recognizing that youth development must progress beyond participation, PMSg Supsupin also initiated the Youth Mobile Force (YMF), an organized platform that empowers young people to become peer advocates and active partners in peacebuilding, community development, and crime prevention. Together with government agencies, educational institutions, and community stakeholders, these initiatives have strengthened the participation of young citizens in promoting safer and more progressive communities.
Beyond youth development, PMSg Supsupin demonstrated innovation through the establishment of the Information Operations (IO) Mobile Team, an initiative designed to transform community engagement into a more organized, measurable, and sustainable approach. Through research-driven interventions and partnerships with government agencies, local government units, civil society organizations, and educational institutions, the team developed and implemented programs focused on stakeholder engagement, peace advocacy, community organizing, media engagement, and community development. The initiative became a model for sustainable and replicable community-responsive policing across different localities.
His commitment to community development is likewise evident through the Badang Kabuhayan Project, which provides skills and livelihood opportunities for women, out-of-school youth, and community members. Implemented in partnership with organizations such as TESDA, the Department of Tourism, local government units, and community stakeholders, the project has facilitated livelihood interventions including cooking and baking training, tour-guiding, small-engine servicing, and free-range poultry initiatives. These efforts demonstrate his conviction that lasting peace is strengthened when communities are equipped with opportunities to thrive.
Another notable initiative is the Turismo, Hindi Terorismo Project, which combines tourism promotion, peace advocacy, cycling, and charitable activities to unite communities and support meaningful causes. Through several successful bike-for-a-cause events, the project has promoted tourism and peace while providing assistance to beneficiaries, including former rebels, community members requiring medical support, and dependents of fellow police personnel. This initiative illustrates how public safety, community engagement, and local development can work together toward common goals.
These accomplishments highlight the qualities that define a University of Baguio graduate. Throughout his career, PMSg Supsupin has consistently pursued an approach to policing that emphasizes prevention through development, measuring success not only through law enforcement outcomes but through strengthened communities, empowered youth, meaningful partnerships, and lasting social impact. His work demonstrates the University’s graduate attributes of lifelong learning, critical thinking, social responsibility, and transformative leadership.
